I just got the new Graham Kendrick anthology "The Source", and it says
something about being one of the first collections covered by a new CCLI
regulation under which photocopying the actual music is ok as long as you
are CCLI licensed, and as long as the publisher of the song in question
is on your list.  This is my paraphrase from memory, not the actual
wording. Anyway, the book is quite expensive, but has quite an amazing
collection (over 600 songs including some standard hymns, as well as
recent releases). So that might be an option for you.

Maybe someone who knows more of the details of how this works can
follow-up.
