Might your young drummer play congas or even bongos? We used to have a drummer
that brought his bongos to small gatherings and they worked great. They're small
and you wouldn't have to use them for EVERY song.

If he's a young teen he very well may be still finding his place. If he's truly
interested in playing the bass, he should have a bass, though. Have you
considered getting a loaner from another church that you're friendly with?
Churches often have instruments, sound stuff, etc. that they're not using. We've
even sent musicians down the road to the Baptist church on occasion when they
needed them.
