I believe that at least in Kansas there is a credential called "licensing"
that is a step below being ordained that gives you many of the benefits of
being a pastor. Our church has done this for staff members in the past.
This is definitely not my area of expertise, but it seems to me that
ordination is more permanent, whereas licensing must be renewed
periodically, though I don't believe it's every year. Our church also chose
this route with folks that were going out into other ministries because it
allowed us to no longer license them if they went astray. We left it up to
their new ministry to ordain them. Once they were ordained, they no longer
needed our church to license them. I'm not sure how this relates to the
license given by the state that allows one to perform weddings, etc., in a
given state.
