I suggest that you bring in someone to help you clarify your core values
and be a resource person as you create a practical, testable roadmap to
walk out those values. 

There's a worship values identification tool on my website which may be
an eye-opening place to begin practical discussion. It's called "Worship

It may help clarify what the priorities are of the people who trying to
put together a plan. Until you really get those underlying values out on
the table, you will go around and around about changes and never
accomplish anything. (Which you've already discovered.)
