There are multiple ways of doing this, but it involves sampling. If you have
a sampling keyboard, you can assign the loop to a key, and just hold the key
down for as long as the loop should be playing ... I know that there are PC
samplers controllable via MIDI as well.

As for software, Acid is excellent ... and there is a free version on the
web.
